Outdoor Watering Restrictions

The Township's Outdoor Water Use By-law (No. 2023-30) limits outdoor watering in the village of Norwood, including, but not limited to watering lawns, flowed beds, gardens, or property to alternating days from June 1 -  September 30 based on the address number of your house between the hours of:

  • 7:00 a.m. - 9:00 a.m.; and
  • 7:00 p.m. - 9:00 p.m.

Even-numbered households can conduct outdoor watering on even-numbered calendar days only.

Odd-numbered households can conduct outdoor watering on odd-numbered calendar days only.

Residents may apply for a watering permit, in the case of new grass sod or seed, outside of allowed hours on municipal address days.

If approved, a $50.00 fee is applicable.

Level 1

Restrictions

  • Supply of water to a lawn or sports field. During permitted hours on municipal address days only

Level 2

Restrictions

  • Supply of water to a lawn, sports field or decorative plant or flower bed/garden. During permitted hours on municipal address days only

Level 3

Restrictions

  • Supply of water to a food plant (plant grown for the purpose of consumption). During permitted hours on municipal address days only. With a permit, supply of water to a:

    • Lawn

    • Sports field

    • Sprinkler used recreationally

    • Tree or Shrub

    • Decorative plant

    • Swimming pool, wading pool, hot tub, water feature (fountain, garden pond)

    • Residential property to wash a vehicle, trailer or boat

Program levels will be determined by the Township Water and Wastewater Department and communicated to residents accordingly.

Any person contravening the provisions set out in By-law 2023-30 shall first incur a written warning.

Pursuant to the Fees and Charges By-law, a subsequent violation will result in an administration surcharge of $75.00 plus:

  • a fine of $100.00 for the 1st offence
  • a fine of $200.00 for the 2nd offence
  • a fine of $400.00 for the 3rd offence

After a third offence, the service of water to the subject property shall be turned off until such time as all fines are paid.

Conserving Water

The importance of protecting our water resources cannot be overstated. Without a steady supply of clean, fresh water we would not exist. We seem to over use our resources and take them for granted. The average Canadian household consumes between 200 - 300 litres per day.

What can you do to save water?

Home

  • Identify where we use water
  • Improve efficiency of water fixtures and devices
  • Prime area to target is the bathroom, where nearly 65% of water is used

Lawn

  • Restrict your lawn watering to the hours between 7:00 a.m. and 9:00 a.m. and/or 7:00 p.m. and 9:00 p.m. on alternating days 
    • Watering lawns during the heat of the day is not efficient nor good for your lawn, a great deal of water is lost to evaporation
  • Don't overwater your lawn (only one inch per week is needed)
  • Position sprinklers to maximize lawn coverage, i.e. try to avoid watering the road
  • When watering gardens, use watering cans for spot watering or hoses to water only those things in need
  • Install a rain barrel for watering gardens etc.

Work

  • Does your workplace bathrooms/kitchens have water-efficient toilets/faucets etc.?
  • Workplaces that use water for certain processes - are they being done efficiently?
