  • The Environmental Monitoring and Management Group Leader, along with the Environmental Project Technologist from D.M. Wills Associates, provided a follow-up status update on the Norwood Transfer Station and Closed Landfill (Site)
  • Baker Tilly presented the 2023 Consolidated Financial Statements and Financial Audit

  • Council received an update on the upcoming changes to Ambulance Dispatch. The new system is set to be implemented on March 26, 2025
  • Council received an updated Five-Year Surface Treatment Plan for 2025-2029
  • Council approved a new process for Boards and Committees reserve balances, which includes budgeting for reserve transfers, submitting requests to the CAO/Deputy Clerk/Deputy Treasurer to move unused budget amounts, and capping reserve balances at $10,000

  • ANPL has submitted an application for the Commonwell L.E.A.F. Grant to enhance its digital offerings and is seeking community support. Residents are encouraged to take a moment to leave a comment on the application, as community engagement is a key factor in the evaluation process

Staff Reports

  • Council authorized the Mayor and Clerk to execute a two-year lease agreement with G.C. Duke for 1818 Asphodel 3rd Line
  • Two hockey nets were deemed surplus assets in accordance with the Township's procurement policy
  • Council directed staff to investigate a hybrid option for the community entrance signage. This will explore ways to enhance the visibility of the lettering for both the Village of Norwood and the Hamlet of Westwood on the existing signage, with the addition of service club logos
  • In response to Peterborough Public Health no longer managing the permitting and inspections of septic systems for Asphodel-Norwood, Council approved an update to the Township's Fees and Charges By-law. This update incorporates septic system fees that mirror the current charges set by Peterborough Public Health. The Asphodel-Norwood Building Department will assume this responsibility effective November 18, 2024
  • The 2025 Council Meeting & Municipal Office Closure Schedule was adopted
  • Council adopted the Accessibility Plan for 2025-2026 and approved an extension of its Strategic Plan for the same period
  • Council authorized the CAO to execute a Human Resources Services Agreement with the County of Peterborough

Council Liaison Report

  • The Honky Tonk Fundraiser event in support of the Asphodel-Norwood Public Library has been cancelled due to lack of interest
  • The Cemetery Walk event, organized in collaboration with the Asphodel-Norwood Cultural & Heritage Committee (ANCHC) and the Cemetery Board, was celebrated as a great success. Looking ahead, the ANCHC will shift its focus to the Peter Robinson bicentennial celebrations, beginning with a central display at the 2024 Norwood Fall Fair. The ANCHC also encourages everyone to save the following dates:

  • The Business Advisory Committee will be holding its next Business Breakfast Open House on November 19, 2024
September 10, 2024

Delegations/Presentations

  • Kyle Darling, Design Supervisor, and Pete Hynes, Senior Project Coordinator, for Peterborough County's Engineering & Design Division, delivered a presentation to Council on its Road Transfer Rationalization Policy. Council passed a resolution endorsing the policy, in principle.
  • Janette Loveys Smith, Chief Administrative Officer/Secretary-Treasurer for Otonabee Region Conservation Authority (ORCA) presented Council with an update on ORCA's activities

Staff Reports

  • Council received a first and second quarter update for 2024 from the Public Works & Environmental Services department
  • Council received the inspection results for the Norwood Drinking Water System and Trentview Estates Distribution System. The Township achieved a 100% compliance rating and a 0% inspection risk rating following an inspection conducted on July 10th, 2024, by the Ministry of Conservation and Parks (MECP)
  • Council accepted the results of the Township of Asphodel-Norwood's Drinking Water Quality Management Standard (DWQMS) Systems and Re-accreditation Audits. The report included findings from the annual Systems audit conducted on July 2, 2024, and the three-year Re-accreditation audit completed on August 15, 2024. The audits identified no non-conformances, though some opportunities for improvement were noted
  • Council accepted a report on Short-Term Rental Accommodations. Staff recommended utilizing existing tools, such as the Zoning By-law, the Ontario Building Code, and the Fire Code, to address any concerns or complaints related to short-term accommodations
  • Council directed staff to relocate the former Westwood community entrance sign to the Heritage Centre building to preserve the historical connection
  • Council confirmed its priorities for next steps with the Master Facilities Plan, aligning with staff recommendations: (1) Constructing a new Fire Hall and Paramedic Services building on the vacant lot east of the 4440 Hwy 7 property, and (2) Relocating the Norwood Library to the 31 King Street building. Council directed staff to allocate funds in the 2025 budget to begin planning for these priorities. Additionally, Council approved staff reaching out to the lessee of the rental space for the pole barn and Quonset hut in Westwood to discuss a short-term lease renewal

  • A resident addressed Council about the lack of public transportation in Asphodel-Norwood, highlighting the areas of concern and the challenges faced by those without access to personal vehicles, and emphasizing the essential role public transportation plays in providing support to post-secondary students and seniors.
  • EcoVue Consulting Services and Harrop Consulting delivered the Municipal Master Facilities Plan to Council following a comprehensive review of the Township's current facilities. Drawing insights from Council, staff, and key stakeholder groups, the plan offers recommendations on optimizing existing facilities to accommodate current and future residents.

  • The Business Advisory Committee (BAC) will convene its next meeting on September 5, 2024, followed by its next Business Breakfast on November 19, 2024
  • The BAC and Asphodel-Norwood Cultural & Heritage Committee (ANCHC) will be present at Showcase Asphodel-Norwood on Saturday, June 15, 2024
  • The ANCHC has partnered with the Cemetery Board for a free Cemetery Walk event on September 21, 2024. The Committee is seeking volunteers, and tickets are available 

General Business

  • The Norwood Ukulele Club is hosting a Sing-A-Long fundraiser on June 18, 2024 in support of the Asphodel-Norwood Ministerial Food Bank 
  • Drinking Water Testing and Treatment webinar will be held on June 25, 2024 to learn about drinking water testing and treatment for individual systems, as well as conserving water through rainwater collection and gray water reuse
  • Peterborough County is asking residents/property owners to verify their address through the Address Verification Tool for the migration to NextGen 9-1-1
